The cost of unserved energy (or value of lost load) is an assumed monetary penalty applied whenever electricity or water demands are not satisfied. In optimisation studies this penalty discourages shortages and allows trade offs to be made between additional investment, higher operating costs and the economic consequences of occasional deficits.
