Firm capacity is the portion of installed capacity that can be counted on when assessing adequacy and reserve margins. For hydropower, firm capacity reflects hydrological risk as well as plant ratings, while for thermal and renewable plant it may account for forced outage rates and variability. Expansion planning models use firm capacity when enforcing reliability targets.
