A river basin water resources plan considers reservoirs, run-of-river abstractions, irrigation schemes, hydropower projects, water supply systems and environmental requirements together. It identifies preferred combinations and phasing of projects and operating rules that balance energy production, water supply, irrigation, flood control and environmental objectives for the basin as a whole.
