A numerical measure of how consistently a system can meet demand, often expressed as the frequency or size of shortages.
A generic term for metrics used by PWSC to quantify system performance, such as percentage of time demand is fully met, expected deficit volumes or other indicators of reliability and risk. These indices allow alternative policies or expansion plans to be compared on a consistent basis.
